Dear Friends and Neighbors,

With the close of the 2019 session nearly a month ago, I’ve returned home. As with any legislative session, there were wins and losses. I am extremely disappointed the recently enacted 2019-21 state operating budget includes several new taxes. Despite a $2.8 billion dollar revenue surplus, the majority party approved a $52.4 billion spending plan that includes a staggering $5.5 billion in new taxes over the next four years. These include:

Not all the news is bad, however. The state’s bipartisan capital budget was one of the biggest successes of the session. As a member of the House Capital Budget Committee, I helped write the $4.9 billion 2019-21 spending plan which provides funding for school construction, low-income housing, parks, water infrastructure, and several community projects throughout the state. In addition, I’m happy to report this year’s plan makes several key investments to help address our state’s broken mental health care system.

With more than $40 million in local area projects, the capital budget contains several big wins for the 39th District. Some highlights include:

  • Sedro-Woolley North Sound E&T – $6.6 million
  • Boys and Girls Club and ECEAP facility Monroe – $1.46 million
  • Boys and Girls Club Granite Falls – $400,000
  • Boys and Girls Club Arlington – $530,000
  • Evergreen Speedway capital improvement Monroe – $150,000
  • Granite Falls Police Department renovation project – $412,000
  • Index water system design – $23,000
  • Concrete Sewage Lagoon decommissioning – $255,000
  • Snohomish Fire District #26 communications project Index – $27,000
  • Oso slide memorial Arlington – $300,000
  • Sultan water treatment plant design – $246,000
  • Sedro-Woolley Library – $1 million
  • Wallace River Hatchery – $11 million
  • Lake Tye Park – $350,000
